in my opinion, the internal operating temperature of engine remains between same range in different environments hot or cold, only the cooling system takes most of hit in case of hot weather working overtime..
i just noticed there is a heat sink sort of thing with aluminium fins, and to me it seems very dirty, try to clean it thoroughly, use the engine de greaser and also wash it properly so that it come back to original state white and shiny.
logic: i think this is connected to some sensor which relays AIR temperature readings to ECU and control FAN speed, being dirty its not transmitting correct temperature, hence fan stays at lower speed.
Just a hunch, maybe it can resolve ur issue...
