The above was partly the reason for Revo's demise but not entirely. Adam Motors discontinued Revo due to their internal issues. When the announced discontinuation, they still had plenty of Revo orders lined up. They couldn't stream line their processes and hence failed.
Yes, Revo did face huge opposition. Pakistanis are yet to realize the importance of self reliance and that self reliance is the only way you can break the current market's monopoly.
Revo was a step in the right direction but sadly it has been the last for quite some time now.
Coming back to your project. I think, you can follow an excellent example that was put up by Tata Nano. Even though, Indians have the nack of overhyping everything they do, but the Nano has made its mark. The lessons one can learn from them is that:
A cheap car doesn't have to look hideous.
A car has to be a car. You can not make people buy carts like the TMC Alif or the Habib Sitara as cars. A car has to have proper seating, proper doors and a hard roof etc.
I don't think you can succeed by going for a make shift arrangement for doors, roofs etc. Whatever, it is, the product should classify in the category of what the local folk call as a car and more importantly, it should look out of this world.
The Nano / Smart (ultra small cars) category is the best category for such a project provided it has all car like features.
Now, regarding the electricity issue. Yes, charging will be an issue as not only do you have to consider the absence of electricity but also the its rates. I am sure, your Rs / km calculation has taken this factor in to consideration.
