Ok, so I've checked the PCV valve and it does rattle / make noise. I was able to blow air through it from both sides.
While going through the user manual, I came across this,
When oil level on the dipstick goes from full to low, you've lost about 1.5 L. I assumed you'd lose 3 L.
If that's the case then I've lost about 750 ml after 1550 KM of driving in the city. 1550 because I looked through my old screenshots and I was wrong about the 1100 KM figure.
From the next page in the manual:
Engine oil consumption
- The amount of engine oil consumed depends on the oil viscosity, the quality of the oil and the way the vehicle is driven.
- More oil is consumed under driving conditions such as high speeds and frequent acceleration and deceleration.
- A new engine consumes more oil.
- When judging the amount of oil consumption, keep in mind that the oil may have become diluted, making it difficult to judge the true level accurately.
- Oil consumption: Max. 1.0 L/1000 km (1.1 qt./600 miles, 0.9 Imp. qt./600 miles)
- When driving at high engine speeds or with a heavy load, when towing, or when driving while accelerating or decelerating frequently.
- When leaving the engine idling for a long time, or when driving frequently through heavy traffic.
- If your vehicle consumes more than 1.0 L (1.1 qt., 0.9 Imp. qt.) every 1000 km (600 miles), contact any authorized Toyota dealer or repairer, or another duly qualified and equipped professional.

So idk, I'm lower than the max consumption of 1 L/1000 KM but still way above your range. Maybe Vitz engines (1NR-FE) are like that in normal usage?
Though I don't know why my fuel average has gone down. I'll try driving for longer and see what's what.
I will however go for a complete oil change since I've asked the owner and he has zero idea about what grade of oil he was using. And because of that, I can't do a top up of my current oil without mixing grades (and brands) most probably.
I guess I'll ask one more time, 5W-30 or 10W-40? I was thinking of going with 5W-30 (according to the manual) and if I notice something weird / way higher oil consumption, then I'll switch over to 10W-40.
