salam all

in the light of karachi registration procedure, a car owned by 1st-owner sold to 2nd person who doesnt transfer it to his name instead after a while sells it to 3rd person. now by whom the three deeds (delivery, sales, transfer) will be signed. also here there is the transfer deed signed by 1st-owner given to 2nd person. now remains the sales n delivery deeds to be signed by whom. also if the 1st-owner now is out of touch will that effect docs signing or not

If you have the NIC copy of the person on who's name the car is, so then no need of getting worried .........

if the deed is OPEN from Seller's side without any name / cnic of buyer just fill in your details and get it transferred. Infact so far sale deed is not needed in SINDH for transfer of car just a signed transfer letter with copy of seller's CNIC & buyer's cnic is enough

a scenario that is mind boggling is that 1st-owner transfer deed since open can be filled by 3rd person and transfer it to his name, BUT 1st-owner made delivery to 2nd person. So basically 1st-owner delivers to 2nd person and transfers to 3rd person ???

answer to your PANIC Stricken situation is: IF the transfer letter is open with copy if seller CNIC available. - then you shall immediately get the car transferred in your name.

IF The transfer letter is closed with x person's name, with x person cnic available and transfer letter signed to your name still car can be transferred to you name - this procedure is called back-to-back transfer

Everyone selling there cars should make sure, The new buyer gets the car transfered in X number of days, And that the photocopy is submitted, Till then the return file or some document should be withheld, Altho the law says, The seller is liable to get the car transfered on the buyers name.

Other wise the seller can make an FIR against it.

the stamp paper used to make transfer deed has a 15days validity if it has been issued properly (check out the backside of the stamp paper for proper issuance details). If nothing is written on the back, you may use it anytime otherwise you will have to come a new deed made.

^ As capsat said, In Sindh the car can be transfered on the delivery letter alone, The deed isnt required. Its just a formality

what about the sales & Delivery deeds to be signed by whom, provided the blank transfer letter is available just signed by 1st-owner. now the deal is between 2nd n 3rd person.
