@Capsat, apologies for not being familiar, and Thanks for the guidance. here are the specs:
1. please state make & model of car: Chevrolet Joy, 2006
2. how long you own it and what is odometer reading at time of problem: owned around 7 months, drove around 4500 KM, Odo=64000.
3. what maintenance schedule if followed: Oil and air filter, that also from dealer (Prime Defence Motors, DHA Karachi)
4. actual problem occurance - on CNG or Liquid fuel.: On Both.
5. where you & your vehicle is actually located (as some members forum location is different then actual location): DHA, Karachi
@Xulfiqar, I already tried the removing fuse test with Digital Multimeter between -ve terminal. the reading I was getting was 0.250 Amps. This was constant when i removed and checked fuses. I did not remove all the fuses togather, but one by one.
@Khanian: I think amplifiers usually sit under car seat, but there is none under mine...So I guess I dont have an amp. Where else could I find it in my car? and what would it look like?
I have gone through most of DIY and guides in Pakwheels, but cant seem to get my hand on anything much, since my car (Joy) engine room is pretty difficult to manage. I want to remove the alternator cables to check, but cant seem to figure out how to reach it.
One more thing, I notice the accesories and other electricals are affected if any other accessory is used. eg If I press brake, the instrument lights get dim, If hazards are on then indoor light will fluctuate with the hazards timing, parking lights get dim with brake etc etc. so I am also guessing there is one major drain some where.
Again I am also looking for some Qualified electrician who can deal with this type of car.

PS: How Many Fuse Boxes are there in Joy? I only know of the one in the engine room.
