Please help: Throttle plate / butterfly not fully closed

In my previous post, link available below, I had shared my problem of having massive fluctuations in fuel avg while driving in urban and highways. Today, I decided to get the throttle clean.
When the throttle body was dismantled, it was found that the butterfly/throttle plate wasn't fully closed. Please forgive me, I don't know if it should be fully closed or not.
Fuel avg in mix of urban and highway driving is around 14.5 km/l (calculated reserve to reserve).
@Xulfiqar sir you are requested to guide me if I need to do something.

The car is Honda city, 2012, MT with 114420 Km on odo.

Dear all The car is honda city, 2012. Two things were done which resulted in massive fluctuations in fuel average. 1. Spark plugs were bad, so got new one. Original NGK Iridium plugs, as per user manual, original cross verified. 2. Throttle body service along with idle relearn by instrument. This is electric throttle control so the blade is not closed all the way down. So dont take it on a serious note and let it run properly.

So you mean I need not take any action and it is perfectly okay? I don't know these things. Mechanic who opened it to clean said that your throttle has gone and it needs replacement. I asked him to put it back after doing your part of work.

It doesnt need any replacement the full closed throttle bodies were old ones with accelerator cable. These new gen electric throttles have this gap and if you close it with force you will see therw is no gap in it so service it and ther perdorm initial throttle calibration through scan equipment and you are ready to drive it
