Not even that mandatory nor needed, prefer the car's embedded A/C system. It can cool or even the dual A/Cs (seen on bigger cars and SUVs) are better.
For both you above it's not for you.But what they have done in this it's good idea for ppl who can't afford to have air con in the cars or other vehicles.
Looks like based on TEC type cooling system. The maximum it can do is to throw a bit cooled air to the face of a single person or 2 & is not the replacement of active cooling system(Refrigirant based Air conditioning system).
I think it's still help full in big room cars.

Well if its TEC type thing then it would radiate heat aswell from one of its sides, so its installtion in Air conditioned cabin will not improves overall cooling however in case of open cabin it may add value. One intrested in buying must confirm that what type of cooling it provides.
It sounds more like an Air Cooler, AC needs to dissipate Heat from its condenser as its a single indoor unit

if your car has ac in front. you can add fan for rear seat. mounted in between seats. even this will work for rear if there is a ac in front. otherwise this will take ages.
Would like to try this in Suzuki pickup, it has small cabin. if sold in Pk for 6500/- Pkr. it may be a jackpot
I think its not bad idea having this in any car as a extra bit to make your room more cooler
