try using a clay bar, not liquid clay, clay bar. it is the safest solution.
Only mitti ka tail OR petrol is thye safe option .I know its dry hard and will not soak any liquid very easily keep trying with patience it will take some time to come off.Also try it in the sun heat.

i dont think compound will be the right choice, it will make a mess out of it.
anyways, by looking closely, the paint is already messed up and the OP is probably not interested anymore.
sanding is also an option here.
just give it a try... use WD-40.. spray..
it is a lubricant + mild rust cleaner + mild adhesive cleaner, but it is also a mild paint cleaner. that being said, although it may help, but can endanger as well.
Go to a painter and he will use a wet thin sand paper!!!

Agreed with DMS!!! i think its the best option!
Use ethanol. (not methylated spirit) it is a much better solvent.or use razor blade care fully.
