the proper finish for chrome is to copper plate first, there are only a few places in Karachi doing that and your emblems and odd bits would cost about Rs 2000/- for proper chroming that does not peel or fade.
Anyway to shine up the handles remove them from the car and use a mild organic acid along with a balled up aluminium foil piece - then scrub away, the acid will eat off the oxidation, apply metal polish afterwards. My benz star was weatherbeaten to a dull gray - I just used some powdered cleaner (bar keeper freind) it contains some acid content derived from rhubarb - now the star literally gleams in the sunlight.
btw do us a favor and dont use the rusty tools you showed on the car, no car deserves neglected tools. On being in karachi buy a can of 3m underbody spray and body cavity wax, when the car is fully assembled, all rubbers in place, all hole plugs in place, spray the fenders with the coating (light is good - thick is bad) - the body cavity wax is sprayed into the jack holes and other cavities like the little areas right behind the floor tunnel and also under the fuel tank area. dont spray over moving mechanical parts. It protects from rusting.
