You need fresh brake pads and shoes. They got hard.
No need to change brake booster until it's worn out.

Looks reasonable to me. He's going to weld patches?
Ask him to cut old pieces and weld new. Don't weld upon old rusted pieces.

Based on my experience, I would stay away from any oldie with damaged roof. The roof replacement of my '79 120y was a very tense event as you don't get new replacement roofs for these cars and sourcing a donor is also a challenge as most of the cars that end up as donors are abused as black cabs with poor repairs all around.

Looks reasonable if his work is proper and flawless. I would suggest get only metal work done first properly, i.e no cavities should be there in welds.Fix any imperfections,Then proceed with Paint. Don't apply bitumen instead apply red oxide and then Paint over it.
