Multiply covered area with cost of your construction class then multiply with 0.25 ,you will get approx basement cost

So your basement cost will be approximately around 4 Million PKR.

Thats only an estimate and depends upon accuracy of your cost estimate w.r.t construction category (A++, A+, A, B or C).

Please find below response against your queries;

How to do construction with that material?
If its matter of single room only at roof top, it means all side walls and roof will be fully exposed to all sort of harsh (hot/cold) weather conditions. You can provide insulation sheet in walls for this , 9" wall, then 1.5" insulation sheet then 4" wall at outer side. Similarly w.r.t roof, use insulated tile or heat proof foam.

What is the maximum degree difference it will make in Internal temperature throughout the Year?
Total temp difference will after this will be 10-15 degree (under harsh conditions, at optimal weather difference will be less) as compared to outside temperature.

How much long lasting it would be?
Depends upon structure care and coverage methods. If good work done, then even 10-15 Years will not effect it.

@tajammal84 which kind of insulation sheet and tile you are referring Sir?

Usually thermopore sheets are used for insulation. Visit any good insulation shop/market, you will have it.
Now days tiles(for roof) with insulation under them available v easily. You can even ask about shop from where you will get insulation sheets.

AOA Dear,
Foundation is most important part of structure and building. An low integrity wall can be replaced or repaired but once house is built , an damaged foundation or weak foundation can not be sort out easily and it will ruin the structure and your pocket too. So never think about economy in foundation segment, yes please think about economy in finishing stage i.e. you can go for Master rather Grohe, you can go for new age cables rather than Pakistan once and hundreds of such steps which can economies construction project.
Foundation in filling area is too much critical as compared to normal place. So never do compromise on that. Only thing you can do is avoid filling plot to the max possible extent as you never know what will be the filling behavior in case of earthquake and sometime whole filling bed displaces and building even looses its original place.

So your query answer is
There is no economic way or shortcut, just follow your structure engineer and architect advise very seriously and take all possible preventive measure based on soil test of that specific place. Never use low quality bricks in foundation, always go for A class bricks and again NO COST SAVING IN FOUNDATION

I got my roof work done almost 1.5 year ago... removed till lenter and did everything (tar+plastic+soil+tile+reyt+cement) but in haste the contractor didn't press enough nor gave curing time so 35% of area depressed over a year and with heavy rainfall one corner leaked.
Now they say instead of doing all that process again lets do the teep (scratch hammer upper cement layer) and neeru it again.
What do you suggest?

I am unable to understand how roof surfaces depress as soil layers is very thin even less than an inch then over it there is polythene then remaining materials.
Anyways its bad if its leaked due to xyz reasons......... as area is 35%,if not rectified in genuine way remaining area will be effected too.
Only surface work wont effective, do it in the way it shall be done, its my suggestion.
Remaining you decide as per onsite condition.

Secondly on constructing walls of room, bricks are best OR concrete Blocks? And why?
