All other things are temporary and require redeployment very frequently. W.r.t paint and rockwall, weather shield is better and economical.

Can Sui gas pipes be covered in Concrete or bricks? or should it be left open? If water and Gas pipes are lying very close can both be covered with Concrete?

Post a picture to clearly answer your question.
In my opinion gas pipe should not be covered as leaks occur time to time and then you will be in trouble to repair it.
Pictures of pipes will be helpful.

how to get rid of moisture due to precipitation in winters. My Drawing walls have water dripping from them. Any solution would be helpful.

Can be put underground in walls just like as of water pipes. Not to be buried in concrete as in case of any issue concrete breakage will be an issue.

As far leakage is concerned, if work done by good team, joints work done at required temp and air pressure test done prior to plaster, chances of re work will be minimum. Thanks

Its due to exposure of extreme cold from walls or even floors(in case if ground floor especially).

If room is at ground floor, just lay an carpet on floor, problem will be 90% solved. Other than that if heater provision is there, situation will be improved if room can be heated on regular basis.

this usually happens in night when temperature drops down, now its risky to have a heater turned on at night when everyone is sleeping.

IMO moisture problem in winters occurs due to windows/doors being closed all the time.
Keeping some doors/windows open during daytime gets rid of problem, its not necessary to open everyday once you get rid of internal moisture. Make sure kitchen/baths have adequate ventilation.

This problem mainly occurs in closed rooms. Try to open windows for sometime as drawing room is rarely used. Air flow will solve this problem insha'Allah.
