As you mentioned that cement fell on tiles due to construction of your neighbor house plastering activity, which means it’s not an pure cement rather it’s an mixture of cement and sand.
Such mixture (cement + sand) cannot retain on tile permanently. Hire a labor and follow the following steps;
1- 1st try to scrap off the plaster on tile with the help of scrapper, it will be removed.
2- If you are facing difficulty, use an very light hammer (small one being used in wood works) to hammer dried cement top, it will ultimately loose its binding.
3- Pour vinegar or acetic acid on cement, it will deform the dried mixture, then you can remove it with scrapper.
Hopefully problem shall be solved with first 2 steps. 3rd one is used where 100% pure cement (neeero) has been dried on tile. Thanks.
