Let me clear something. all the cars in question are your average hatchback or sedans. They are in no way meant for racing. The suspension, braking, engine and transmission are all not made to take the stress of such sport and will drastically reduce the life of your vehicle in longer run.
suspension of Swift is nearly as hard as City's. Only since city has more weight, it would feel just a bit softer than swift. body roll in both cars is horrible.
Now you need to do option by option comparison of City vs Swift.
With 1.3 DLX, you will get 185/55/R15 with OEM rims with Yokohamas vs 175/65/R15 steel rims on Eurostar (Swift has better profile and factory tyres)
M13A is DOHC with 91 bhp and City has 1.3 SOHC with i-Vtec (100 bhp) both have their own advantages. City Manual is more fuel efficient. But DBW on manual will require sometime getting used to it.
City has good resale. Swift will also fetch you good money but will take time in selling.
One thing though, Swift is a nifty little car which is fun to drive. I have taken it to 150kmph on highway and not once felt it is losing control. I just sold my 2012 DLX 43K driven for 970k (bought in 2013 with 14k for 113.5k)
Choice is entirely yours. I personally feel City's interior especially the siver painted parts wear off extremely quickly and the plastic is poor. Don't know about recent Swifts but mine 2012 had way better build quality than the current City.
