For starters, the government completely goofed up the EV policy. It should have been spearheaded by the Environment Ministry and taken the other ministries on board.
The biggest problem is that why are hybrids and plug in hybrids not part of EV Policy?
The plan should have been to reduce total fossil fuel consumption and import bill by a certain target percentage over a number of years. All major auto manufacturers in Pakistan have a healthy lineup of hybrid or plugin variants of vehicles. It would have been easy for them to comply and offer good products if the approach was right.
The CHINESE are one of the leading nations in terms of pure EVs. They have a large number of manufacturers with a broad range of products (including some very affordable city use models), yet these products are not cheaply built but thoroughly engineered by big name auto companies including western collaborators.
I personally think the government really needs to sit down and think of the whole tax and duty structure of the auto sector and adjust it according to the modern day configurations of vehicles.
