You are too young to understand what you are dreaming about. You probably can't do it right.
Many here, including me, can't do it this kind of project overselves, and I just wanna say that you probably can't do it at the moment either.
If you want something... wait for the right time, before jumping in it. Period.
I only have one advice for you: get your education right. Don't let your 'dream' get in the way of your studies, FOCUS! Asking questions with out the understanding would get you no where, you'll learn nothing and it would only increase the confusion/doubt.
If you're inspired by the Atom, be as well inspired by the people who made it. They were not a bunch of dreamers with some money in the pocket and motivation in the gut, they were engineers who knew what they were doing. This is not 60s.
I'm certain that you wouldn't want to lose your money, or end up with a clown car for wacky races, right?
Then do it by the book. Get your education, learn everything you can about chassis dynamics, suspension and steering, material sciences, thermo and aero dynamics by studying blue prints of such cars. There are a lot of British car manufacturers to learn from, like Caterham, Lotus, Morgan, Westfield, Radical, etc
Try to learn how, when, and where they went wrong. Learn from their experiences and make note of every thing you want in your car, and every thing that you don't. It's only then you'd know what kind of car you want to build.
And when you're ready to build it, you'd know it.
