the good rule of thumb is to twist the serpentine belt on its longest running length to 90 degee , it must twist upto 90 degee and must not twist further more ,,,,,,replace the belt if you find more then 6 cracks per inch ,,,,,,,, there is SST mentioned in workshop manual ,,,,,, i try to find it while i was rebuilding ,,,,,,,but unfortunately i dont even find its glimpse,,,,,,,,

this one you can also use ,,,,,,but its little complex to use ,,,,, as you have to play with lot of unit conversions,,,,,, a much simpler and yet accurate is known as krikit tension gauge ,,,,,, i am sure it will be also available on aliexpress or amazon ,,,,, the one shown in workshop manual has similar working principal to the one you have shown ,,,,but may be an older version,,,,,,,,,

well i haven't replace the valve seals as they show no sign of any kind of leak ,,,,,, so replacing them against cheap after market seals is not a good option ,,,,,,,, but under idea condition they must be replace after coving 200K ,,,,,,, along with timing belt , fan belt , timing belt idle pully and tensioner , water pump , crank and cam shaft seals ,

the older caldina used to come with a 2c with a auto trans its a tough find but you can look for a auto trans make sure you have a good mechanic as it requires some wiring

ancient carina/camry/celica-camry also came with 2C diesel and automatic transmission (full hydraulic) - they used to be plenty in the market and dont require any wiring other than the shift position switch for starting and the overdrive wiring.
