the small key inside the remote fob can only lock unlock the doors.
It cannot open steering lock or start the car.
but yes, when the remote's battery is very weak, you can try inserting the small key and move Fob closer to the push switch, and then you can start the car.
- And the Bigger Key (other than Remote one) can alone start the car, as it has an immobilizer chip inside it.
