So i went for transfer today. And i am amazed by how fast the process is. It took just 5 minutes sharp!!!!
So this is how it was done.
I downloaded the required document from Excise website (link below). It's a total 4 page documents
1. First Page contains transfer deed, which requires seller's signature.
2. Second page is Form T.O , which is for buyer but also requires sellers signature.
3. Third Page is Form F which is also for buyer, needs nothing from sellers end.
4. Fourth page is "Verification by inspector" you don't need to fill that.
So after filling the form rest of the things required are :
i. Book of car or Biometric card if your car has biometric registration.
ii. Finger print verification of seller receipt ( He can get that from any Nadra E-saholat center.)
iii. NIC Copy of seller
iv. NIC copy of buyer
v. Above mentioned forms.
After reaching excise office at 9:15 Am, i went to Counter 5 . The person at the counter will take the filled documents and give you a NBP challan. Submit that challan to NBP which is inside the Excise office building. Submit the fee (for 998cc it was 4500 because i am filer, for non-filer its around 15000, then there's transfer fee of 1500).
After submitting challan bring back the documents to the counter right beside counter 5. This will be excise inspector's counter. He will take the challan, get the car book or card and all the NIC's and give back a receipt. Also, he will ask for 1650 which is your new biometric card's fee.
And you're done. You will have to collect your card after 33 days (more or less). That's it.
I was amazed by how transparent the process was. And the staff was very lively and cooperative. No bribery involved.
