Can someone guide me regarding the process ? I mean what things i would be requiring the owner to handover. And anything else i need to make sure before completing the deal. Please

owner is not required. just go with owner to any Nadra centre in ur area and the get the car biometric slip which is required at excise office.

Owner's signatures are required on some documents like transfer deed etc. Those can be seen under "Downloaded from here" section in this article. I have one more question, If the vehicle is islamabad registered, can i submit these papers in Lahore excise office ?
Secondly , a very silly question, do i need to fill those print out by Hand or through a Computer only ?

NO you cant you need to download these stuff etc if you are going yourself to islamabad excise to do this transfer procedure. If you are doing it bby any agent, then ID copy, car book, transfer letter and biometric slip is enough to hand over to any agent. rest of documents we will take care of them.

One simple question bro, why do you think that islamabad number car can get transfered from lahore excise office? If someone is saying you can done that from lahore excise, that person is not loyal with you and stay away from him. And somehow you get it done from lahore excise, After some time you will realise that all work was done fake.

Brother in case of Islamabad, the documents can only be submitted at Excise and Taxation Department Office, Islamabad (as of today).

Secondly, if you fill with hands or computer typed, it shouldn't matter, still, hand written are preferable. Signatures must also be in original, preferably in Blue Ink and date.

i called excise office Islamabad today. From seller end, his
1. biometric slip
2. original card of car
3. copy of NIC
4. Signed transfer letter (given on excise site)
would be required. Seller doesn't need to come physically.

To differentiate that the form being submitted after complete filling is original and not copy.

(If the form / its photocopy / print out is black in color, you fill with black pen and also sign with black pen, it might seem as if you are submitting photocopy of the original document. )

YES! IN SHA ALLAH! Provided that your documents, copies of valid CNICs (preferably attested), book / registaration card, etc. is all available, and complete in all respects. There is nothing missing, forms have been duly and completely filled, no signature is missing, etc.

I would suggest you to do this procedure yourself, in-person; instead of involving any agent, etc.

When you will get tentative date regarding receiving of Smart Card, then once again you will have to go to office to receive the card, or you can also give power of attorney to someone to receive card on your behalf. Regarding power of attorney, I am not sure that anyone is eligible or just blood relative. You can get exact details from the excise office, but again photocopy of your CNIC and that person's CNIC may be reqd. in this case.

In any of these both cases, you will have to present the original letter and submit on the counter (and may be, show original ID card too for verification), which contains tentative time for receiving of Smart Card. Do have its 1-2 photocopies with you, and try to never lose that letter.

Nope. As far as I know and my experience in January 2019 is concerned, they do not post at your address. You have to collect it yourself.

May be, the rules have changed or may change in the future, I do not know, but as per my last experience, this is the practice that you have to collect it by your own in the excise and taxation office, and from the window / counter on the back side of NBP.

Yes ofc bro, you have to be there in the morning 9am to start with the process. If you do things in the right way hardly, it will take pprox 2 hours to finish your work. One of our brother shared his experience regarding the procedure. i dont remember but i guess i have taken ss of the procedure.
