these are not stolen cars. these are just ordinary vehicles imported into afghanistan and later smuggled into pakistan without going through the customs. where is the stealing part?

And I find nothing wrong with that scheme. they calculated that 16 billion is the max amount we can get from ncp car owners, if we charge any higher, they wouldn't bother paying the customs. So whose fault is it if now a new calculation shows the government could have made 25billion?
now let me change the wordings so you can understand better. Suppose you go to market and you find a nice corolla in a showroom, brand new. the dealer sells it to you for 15lacs. now two months later a court makes a big rowlla that the selling of the car was illegal, because taxes could have been charged at a higher rate at that time which has resulted in a "loss" to the qomi khazana of so and so value...now the court says, lets impound your car and auction it. how would you feel? thats what has happened here.
lets say you are today paying 200% duty and two months later same intelligent court comes and say duties could have been charged at 300% so this has resulted in "loss" to government , so lets impound all the cars and auction them after raising duties to 300%. how fair is that?
that completely destroys the purpose of the court. the courts are doing the opposite of their purpose.
