I have honestly no idea. But I think it has something to do with the transmission. Or may be its some kind of lubrication tube for axles?

I am at a total loss here.

Its oil suction pipe, isn't it?

It can do a number of things..maybe even be used as a cigarette holder and an ashtray. I'll accept your answer as correct if you tell me its function and location

The oil is sucked after filteration through this suction pipe by the engine...from the filter/strainer installed at the inside/over the sump plate back to the main stream of the engine.

The bent end ensures that particles sit right there on the bottom of the engine/at the top of the sump plate while only filtered oil is sucked back.
