You sure about pin 4?

The manual is telling you the connector testing as it faces the person from contactor side, by that diagram, the pin for SL is pin 2 of your diagram. As when you make the connector face the transmission everything becomes opposite.

And if you saw 16 ohms resistance to ground (case) then that solenoid is good. But test it when its fully hot also. It maybe a hot failure

@Xulfiqar Sir , you are right the transmission U341E in Celica manual has SL Solenoid which is ON-OFF type but in my case previous owner has probably changed the tranmission with newer U341E tranmission of Corolla 2009 having SLU modulated type solenoid as it has two wires going in while ON-OFF type has only 1. Further when I searched for manual of SLU type U341E tranmission, I was surprised that all values are same in this manual as I tested. All pins mentioned are same as mine.I have reached the conclusion that my car has SLU type tranmission while ECU handles ON-OFF type. Now what do you say Sir????

Are you sure you have the slu solenoid transmission?

Have you verified by removing the sump? Never guess on automatic gearbox repairs, guess ends up in owner looking like crack addict with no money.

Yes previously when I removed sump for removing the solenoid I saw it has 2 wires coming out instead of 1. SL type has only + supply while - is grounded with body. In my case 2 wires were coming out

When you removed sump, did you check the solenoid itself that it was not bad internally or the apply piston bore is not worn. Thats an expensive fix as you need oversized valves

But nothing wont work as is if your ecu is mismatched.

But it doesnt matter if your ecu cannot drive it. Connect a scanner to the car and see what transmission parameters are called for

The sl type ecu commands binary while slu type shows in percentage.

The solenoid was not coming out with VB inside but what I noticed is it has 2 wires coming out at that time I was confused hows that possible

Sir one more thing I want to tell my ECU has DTC P0773 I read in Sonnax manual that if
P0773 it means SL
P2759 it means SLU
In my case ECU giving P0773 means this handles SL type but tranmission has SLU type solenoid so its not getting ground

SLU grounded by ECU itself

So the ECU wants the solenoid,assuming it to be SL type, to be grounded but solenoid which is actually SLU is grounded by ECU itself.

Is it possible to ground other end of SLU solenoid with battery negative or body ??? Will it operate with ON/OFF signal??

ECU is not getting feed from Transmission check the ECU part number. See if you can obtain on loan an ECU only to test the transmission shifting.

so far it seems you are blind folded trying to find a black cat in a dark room.

just ecu change wont work, the wiring to the transmission is different too, His easiest way out is to find the original transmission or find the ecu/wiring for this one - (which will be a lot troublesome)
