It might have seemed like a clean cutoff but upon a closer look you would have noticed the glare, in some reflector housing glare is not in a large quantity but it's still there.
I would strongly suggest you don't get HID lighting in your City, I have the same car as a work horse and I've experimented a lot with it, installed a HID kit in it 2 years back, result was pathetic so I had to sell it, then I started digging what causes so much glare in stock reflector housings, during this I tried Narva's normal halogens, Narva Rallye, Osram Nightbreakers and currently the car has Philips X-treme vision.
I'm more than satisfied with the Philips X-treme Vision, brilliant bulbs in my opinion, Osram Nightbreakers are superb as well. I will highly suggest you these two bulbs, a much better investment rather than a HID Kit 
My beam pattern wasn't very good so I did the DIY with the headlight lens as there were signs of Oxidation on it, after that the cutoff is sharp and the beam is very accurate, never needed an HID Kit after this

Not very easily, they will only be available at certain stores such as Optimum, Top Gear, Speed Auto Care (Phase II ext.).
If these aren't available here then you'll have to buy them off ebay and import them via a courier.
But chances are good you might find these at one of the above mentioned stores
