So basically when traffic and highway engineer were planning this road. They did a traffic survey. Number of vehicles at certain time of the day. Type of vehicle, speed limit and traffic bottlenecks. They designed that 3 or 4 lane whatever is required after thorough design. At that time on drawing boards they never thought this will be emergency or dedicated exclusive overtaking lane. I am sure.
Now if you take out one lane out of that already designed road for certain traffic. You are calling for traffic chaos. Seems there are no sensible people sitting in the CDA.
Basically in other words. A movie theater is designed to house 1000 people for which you need 5 doors on left and right. If you close two doors each on left and right you will see what happens at the remaining 8 doors. There are fire exit doors as well but those are not used during regular use of the theater. Only in case of emergency.
So this highway in capital city of Pakistan was never designed for an exit emergency lane at first place. They should carpet the shoulder and mark it off with cross lines. In developed countries .. This is how it is done. Dedicating a road already in use by traffic by not allowing the traffic is creating more serious hurdles. Lets say if there is a very minor accident on right lane. Damn you have one lane to pass or may be no lane. Road rage among commuters will increase as well as rash driving. Reason being you have changed they way road was used for a regular daily commuter.
To me its more of VIP lane rather emergency vehicle lane. ITP didn't provide their input at time of design as well

They need to utilize the shoulder for ambulances and fire trucks. And the most important thing is drivers on the road need to understand the importance of "right of way to emergency vehicles". dedicated lanes can give them way to certain extend. after they leave highway and join streets .. it all relies on all of us as how fast we get off the road so that an important vehicle have a way to pass. Traffic sense is more required then the lane. and this wil take me back to history , how the license was given..
Ok look at the image . right where I live. you see the cross lines lane. this is emergency lane. kissi ki baap ki bhee jurat nahi to enter this lane no matter the regular lanes are complete jam.
Below is NJ Turnpike, known as into the world busiest highways. dedicated lanes on left and right. right one can be used as a shoulder in case you breakdown. left no way you can enter.
Now look at below video. see the traffic and extreme lanes. not a single vehicle in there. fast forward to 0;52 seconds and see. all these emergency lanes were designed when the road was constructed.
