Rs. 20,000 Fine Set for Motorcyclists Without License in Sindh

KARACHI – Inspector General (IG) Sindh Police, Ghulam Nabi Memon, announced on Friday that a new law has been passed to impose heavy fines on motorists and riders found driving without a valid license.

The announcement was made during a media briefing, where the IG emphasized that the new law is for the strict enforcement of driving license requirements across Sindh.

Fines for Driving Without a License

According to the new enforcement drive, the following fines will be implemented against violators:

  • Motorcyclists without a license: Rs 20,000

  • Light Transport Vehicle (LTV) drivers without a license: Rs 30,000

  • Heavy Transport Vehicle (HTV) drivers without a license: Rs 50,000

The fines will apply across the Sindh province.

‘Make Licenses Non-Negotiable’

Memon said the goal is to prevent people from riding/driving without a license, as it is in many countries where people “don’t even think” about driving without one because the penalties are steep.

He added that he initially proposed fines exceeding Rs 100,000 to create a stronger deterrent. The government, he said, felt that would be too high and settled on the current slabs.

According to the IG, the heavier fines are intended to deter people from driving without a license and, in turn, enhance road safety. The focus, he said, is prevention through compliance—not just punishment.
