Pakistan Oil Sales Jump 9% Month-on-Month in October 2025

In October 2025, Pakistan’s Oil Marketing Companies (OMCs) sold a total of 1.5 million tons of fuel, according to a Topline report. This reflects a 9% month-on-month (MoM) increase, signaling a recovery in fuel demand. 

However, compared to the same period last year, sales were nearly flat, indicating little to no year-on-year (YoY) growth. The increase in sales is mainly due to the harvest season and the recovery from the monsoon floods, both of which have increased fuel demand nationwide.

Sales of Petrol and High-Speed Diesel 

  • Petrol sales in October 2025 decreased by 2% year-over-year and 4% month-over-month, totaling 657,000 tons.
  • High-Speed Diesel (HSD) saw an opposite trend in October 2025, with sales rising by 4% year-over-year (YoY) and 21% month-over-month (MoM), totaling 714,000 tons. The boost in HSD sales is likely due to the agricultural season, as farming machinery and trucks need more fuel during this period.

Market Outlook and Government Target

Looking ahead, Topline projects that oil sales in Pakistan will grow by 7-10% in fiscal year 2026 (FY26). Furthermore, the government has set a target of Rs. 1.47 trillion for Petroleum Development Levy (PDL) collection for FY26, with Topline projecting that Rs. 493 billion has already been collected in the first four months of FY26.
