The relaxation in car transfer hardship cases by Punjab Excise Department will be valid for only five days more. Offering the ease back in November 2022, the department official told PakWheels that the “Punjab Excise department has sent a summary to the Punjab government requesting a 60-day relaxation period for exceptional cases.” He added that in these cases, the applicant would file an application in the Excise stating the reasons for the unavailability of the buyer/seller.
“After receiving the application and evaluating it, the department can bypass the biometric system to register/transfer the vehicle manually,” the sources said, reiterating that this would be only in exceptional cases.
“The biometric verification system is intact as it is,” the sources concluded.
Only Five Days Left
The department has announced through an advertisement in the newspaper that only five days are left for 2-month-long relaxation. “This offer is only for car seller’s biometric; the buyer has to do biometric,” the ad read.
Punjab Biometric Car Transfer Relaxation
Under the hardship cases, the new car buyer will submit a statement to Motor Registration Authority (MRA) in the Excise department. Along with the statement, the buyer will also submit the original file of the car, book, and vehicle itself. After completing the legal process and investigation, MRA will transfer the car only after submission of the new buyer’s biometric. The transfer, in other cases, will remain the same under the current process.

- NADRA e-Sahulat centers
- MRA branch offices
Lastly, you can transfer the car online through the e-Pay application.
Note:
According to the department, the biometric system will ensure a smooth car transfer between seller and buyer. Furthermore, biometrics of both seller and buyer is now necessary for car transfer. Overseas Pakistanis, relatives of a deceased one, organizations, and different institutions have to submit biometrics of the nominated person as per law.
