In Pakistan, the process of transferring property ownership after the death of a loved one can be overwhelming, especially for the already grieving family members. This is particularly true when it comes to transferring ownership of a car. However, it is crucial to follow the legal process to ensure that the transfer is valid and binding. Here is the complete breakdown of how to transfer car title of a deceased person according to Pakistani law.

Transfer of Car Title

To start the process of transferring a car title of a deceased person, the first step is to obtain a succession certificate or Family Registration Certificate (FRC). This document verifies that the person requesting the transfer is the legal heir of the deceased.

Once the succession certificate is obtained, the family member needs to fill out either Form F or Form 31 and submit it to the Excise and Taxation Department. The completed form, along with the succession certificate, is used to transfer the ownership of the car to the legal heirs. While the process may seem daunting, following the correct procedures will ensure a smooth and legal transfer of the vehicle’s ownership.

Step 2: After the successful processing, a Succession certificate will be issued. Now visit the excise and taxation office with the following documents:

  • Succession certificate
  • Family registration certificate
  • Death certificate
  • ID card cancellation letter of the deceased
  • Form F or Form 31 from the Excise department

All of these documents with no objection consent shall be submitted to the Excise and Taxation department. A tracking ID will be issued against the request for transfer of ownership. This ID can be used to track the process via the official website of Excise and Taxation.

Upon completion of the process, ownership shall be transferred, and a new smart card shall be delivered to the vehicle’s new owner.

Things to Consider During the Transfer of Ownership:

  • It’s important to know that the succession certificate shall be processed at the district or city where the vehicle is registered. For example, if a car is registered in Lahore, the succession shall be processed in the NADRA offices in Lahore.
  • Biometric verification is a must for a succession certificate. If any legal heirs have pending biometric verification, a succession certificate shall not be issued.
  • During the processing of the succession certificate, if anyone objects to or claims ownership of the vehicle, the process shall be stopped.
  • Biometric charges are Rs.120 per person.
  • The whole process can take up to a month, if not more. Succession certificates can take 2 weeks, and the same for processing for the Excise and Taxation Department.
