E-Challan is Coming Back – Approved by LHC

A two-member Lahore High Court bench (LHC) suspended the decision, declaring E-Challan illegal. According to details, the division bench, headed by Justice Baqar Najafi, announced the interim order on an appeal by the Punjab government. The government filed the appeal against the earlier decision of a single bench of LHC.

The court has also issued notice to the concerned parties and sought a reply.

Court Proceedings on E-Challan 

A law officer from the Punjab government argued that the E-Challan system is being used against motorists over traffic violations. He further told the court that single bench mentioned E-Challan system doesn’t have legal backing. “But it is not right as this system has complete backing of the law,” the officer further argued.

He pleaded with the court to reverse the early decision and suspend it until the appeal’s final decision. After hearing the arguments by the law officer, the two-member bench suspended the single bench decision.

Background 

If you remember, the LHC declared E-Challan illegal earlier this month. In its decision, the court accepted all the appeals against Safe City E-Ticketing Challan. “The authority is issuing challans through CCTV cameras without approval from the Punjab cabinet,” the court had said in its verdict.

E-Challan System 

The government launched the E-Challan system to make the procedure smooth and advanced. Under this project, the CCTV cameras on roads capture traffic violations, including over speeding, no seatbelt, and illegal one-way drive; PSCA then extracts the number plates of these vehicles and then sends E-Challan to the address of that vehicle owner(s). The project was launched to digitize the traffic system.

    Its a good move. When this E Challaning started the people on the roads behaved especially the people on two wheelers. It was a stupid and ill informed earlier decision by LHC to have it revoked.
