This “No Helmet No Petrol” was first introduced by the Bangladesh and which was later opted by India. Seeing its success in both countries, Pakistan also decided to follow this rule, which unfortunately failed in the country.
In order to decrease the casualties due to road accidents, this rule was launched. However, it seems that this rule is being violated by both the bikers and fuel pumps of the twin cities. The efforts done to implement this rule seems futile.
In Pakistan, upon the order of High Court of Punjab, this rule of “No Helmet No Petrol” was launched in Punjab. This initiation led the Federal Govt. to implement this rule in the twin cities as well.

Even, the videos are being circulated on the social media in which many fuel pumps at both Islamabad and Rawalpindi are allowing the headgear for a limited time. The videos being circulated shows that these pumps provide “Rent a helmet” in which one can rent a bike helmet from them, wear it, get the petrol, return the helmet and get on their way. This practice clearly shows that not only people are violating the rule but are also playing with the safety of their lives.
Aside from people and fuel pump stations violating the rules and policy, on 10th November 2018, Islamabad Traffic Police imposed a ban on heavy bikes. As per the details, the biker will not be allowed to ride heavy bikes in the residential areas between 9 pm to 6 am. The step has been taken after the authority received a lot of complaints from the residents of Islamabad. The residents in their complaints have argued that due to heavy bikes, the noise pollution and traffic hindrance has increased in the capital. Bikers are running through signal free corridors every day.

Moreover, the authorities in Islamabad have also banned the use of tinted glass vehicles. There were exemptions to motor vehicle ordinance 1969 by the government and people were using tinted glass windows, however, the district magistrate on 6th of December announced that all permits for tinted glass have been suspended and has asked the Director Excise and Taxation Department and SSP of the Islamabad traffic police to take action against people who are violating the law.
